Dear Freetonians, by way of update on the current situation, please be informed that the swearing in ceremony for the Mayor, Deputy Mayor and Councillors of Freetown City Council and the Chairman, Deputy Chairman and Councillors of the Western Area Rural District was held at the Freetown City Council Auditorium yesterday Thursday 17th August 2023.
The Mayor, the Chairman and our Deputies and all APC Councillors did not attend the event in continuation of the APC Party’s non participation in governance following the announcement of election results that do not reflect the actual results tallied at polling stations.
It should be noted that the APC Party has agreed to engage the government in a dialogue facilitated by a credible independent, external arbiter or institution to address the current political impasse. Thank you again for your overwhelming vote of confidence in me. I look forward to continuing to serve Freetown with all my heart, with all my abilities and in partnership with all Freetonians.

The lead front page story of a local tabloid ran thus: “KKY Leaves NGC”.
However, this Press can state authoritatively that when the Secretary General of the National Grand Coalition (NGC), Alhaji Sheriff, was contacted via telephone, he categorically denied and described the story as baseless and untrue.
He said as far as he is aware, the party has not received any formal resignation letter from Hon. Kandeh Kolleh Yumkella (KKY) and that the latter is still a member of the NGC.
His denial ,however, seems confusing because according to the aforementioned report, “Sources within the party have confirmed to Politico that, the 64-year old sent a message to their Strategic Alliance Forum Whatsapp Group, which one of them referred to as “short but telling” in which he apparently resigned from the party. The message which Politico has seen, reads in part thus: “I have come to the end of the road. So, best wishes and Godspeed to those who will now want to inherit the NGC.”
Based on that report, the discerning observer can conclude that KKY has resolved to leave the NGC although his party henchmen, including the Secretary General of the NGC is denying the fact.
Political pundits believe that KKY’s decision, though belated, was destined to happen. The alliance he formed with the SLPP weeks before the June 24 elections is proof of this, added to the fact that he did not even contest for a parliamentary seat in his home town of Karene. Added to this is the fact that, his decision to leave the party he formed prior to the 2018 elections is testament to the fact that he has finally resolved to rejoin his late father’s grand ole party –Sierra Leone People’s Party (SLPP).
Now that the cat has been let out of the bag and it is crystal clear that KKY is no longer in the NGC Pond, the future and destiny of the NGC is now left in the hands of those he extended best wishes and Godspeed to who will now want to inherit the NGC.
Against this background, it is hoped that the absence of KKY within the NGC fold will not cause the downfall or disintegration of the party, rather they should see his absence as fodder for them to re-energize and reinvigorate their zeal and loyalty for a political party which many Sierra Leoneans had warmed up to and had great faith in as a serious third force to reckon with.

In order to significantly enhance the efficiency and coordination of Government’s operations, a two-day orientation workshop on Public Service Systems was conducted on August 14th and 15th, 2023 at the Freetown Conference Centre specifically designed for Ministers, Ministers of State, Deputy Ministers, Permanent Secretaries and Department Heads as part of an administrative orientation initiative introduced during his initial term in office.
President Julius Maada Bio addressed the Ministers, Ministers of State, Deputy Ministers as the Orientation Workshop on Public Service Systems came to a close on the second day.
Addressing the participants, President Bio expressed his strong belief in the potential of young cabinet members to fulfill his ambitious “Big Five Agenda,” a commitment he made to the electorates during the June 24 elections. He emphasized the essential role of unity within his team to effectively execute the Sierra Leone People’s Party manifesto.
President Bio conveyed, “Our shared vision and combined efforts are pivotal in achieving our goals for the betterment of our nation. We must bridge the gap between political leadership and the administrative sector, working collaboratively to transform Sierra Leone into a thriving and prosperous country.”
Chief Minister, Dr. David Moinina Sengeh, lauded the President’s commitment to inclusivity and diversity, highlighting the historic nature of the team’s composition. He assured the President of the team’s dedication to deliver on their promises and uphold the aspirations of the nation.
Vice President, Dr. Mohamed Juldeh Jalloh, played a vital role in the workshop, delivering valuable insights to Cabinet Ministers, Deputy Ministers, Permanent Secretaries, and Department Heads. His advice centered on fostering effective collaboration and harnessing social intelligence to motivate and manage teams. Dr. Jalloh stressed the importance of aligning with President Bio’s “Big Five Game Changers” outlined in the SLPP People’s Manifesto 2023, emphasizing that the Civil Service must act as a conduit for delivering on these priority agendas.
The orientation workshop served as a testament to President Bio’s commitment to streamline governance and collaborative efforts. As Sierra Leone strives for progress and development, this approach is poised to reshape the country’s trajectory for the better.
It must also be noted that the primary objective of the program was to reshape the relationship dynamics between political leadership and the administrative sector in line with the President’s vision of a more proactive and collaborative approach to public service delivery, where Ministers, Permanent Secretaries and other key stakeholders actively engage in practical and positive efforts to meet the nation’s needs.

The leadership of the APC Party has stated that its stance of non-participation in governance still stands. This pronouncement came in the wake of recent meetings held between the National Executive of the Party and the Inter-Religious Council of Sierra Leone as well as the Independent Commission for Peace and National Cohesion respectively.
According to the APC, several requests for a meeting were received by the Party from the Inter-Religious Council of Sierra Leone and the Independent Commission for Peace and National Cohesion of which the National Advisory Committee (NAC) of the Party, during a meeting held on the 16th of August, 2023, mandated the National Executive to entertain the requests from the said institutions and accept their calls for a meeting.
Two meetings were held on the 14th and 15th August 2023, with the Inter Religious Council of Sierra Leone and the Independent Commission for Peace and National Cohesion. During both meetings, officials of the two non-governmental organizations tried to know what specifically the grievances of the APC Party were followed by the way forward in resolving the impasse between the Government and the Party.
To those demands, the APC made it categorically clear that their concerns are open knowledge further stressing that if sincere dialogue is to hold then a proper understanding of the root cause of the impasse must be done.
However, according to the National Secretary General of the APC, Lansana Dumbuya Esq, the party did not engage in any form of negotiation during those meetings but merely listened and presented the party’s position, which, according to him, is generally known to everyone.
He continued by pointing out that amid mounting concerns, the APC party still maintains its resolute position of refraining from participating in governance activities until the Electoral Commission of Sierra Leone (ECSL) offers transparency by disclosing the actual election results.
The APC, however, has strongly emphasized that it is not averse to sitting at the table and talk through their demands subject to such dialogue being facilitated by a credible external independent arbiter or institution.
Engagements by both the Inter-Religious Council and Independent Commission for Peace and National Cohesion (ICPNC) with the leading opposition party came over a month after the party’s declaration to boycott Governmental and governance functions. The APC party has yet to accept the results officially announced by the ECSL, citing irregularities and in demanding greater clarity, the party has also called upon the ECSL to unveil the election outcomes on a per-polling-station basis, rather than just by district.
Meanwhile, President Bio, who was declared winner of the Presidential election and inaugurated for his second term has appealed to the APC leadership to collaborate with his administration.
Despite ongoing efforts to resolve the matter, no breakthroughs have been achieved thus far, raising concerns among some segments of the public about a potential regression toward a one-party State.
With the nation on tenterhooks for further developments, the outcome of such discussions holds the potential to profoundly impact Sierra Leone’s political landscape and its persistent pursuit of harmonious governance.
